Where is file manager on my Nokia or HMD smartphone?

Nokia and HMD smart devices use Pure Android. As such, there may not be a file manager app installed on your phone by default. Check the apps menu for Files. Alternatively, you might be able to open Downloads and navigate to other folders from there.
